Dear members
Now that the days are pulling out again (we already have well over an hours extra daylight since December) and with the phone starting to ring more often, it is perhaps time to pass on all the news of what has been happening during these dark cold winter days, in preparation for the forthcoming season.
1. Diary Dates
AGM
This years AGM will be held at Hale Barns CC on Wednesday 3rd March at 7.30pm.
Pre Season Social Evening
Arranged for Monday 23rd March at The Greyhound Ashley.Dave Lawson will contact you nearer the time for names of those wishing to attend and also providing Menu details.
Captain and Umpires Meeting
Wednesday 7th April at Holmes Chapel CC at 8.pm.

2.Training Update
A successful Level 1 course was run at Hale Barns CC during the autumn with 17 in attendance, organised by and using the tried and tested material provided by Cheshire Umpires &Scorers Association (CU&SA).
We are currently running a course, again organised by CU&SA, at Oakmere CC where almost a full house of 23 either new umpires or those taking a refresher, have been trialling the new ECB ACO Level 1 presentation. Using this new training facility will bring Cheshire further under the umbrella of the ECB recommended training courses. First impressions are positive on feedback from tutors and candidates. We have 12 umpires from the Cheshire pyramid (ten from Meller Braggins) joining the two ECB ACO Level 2 courses organised for this coming year. Unfortunately the January course, run in conjunction with Lancashire at Bolton Arena, had to be postponed due to inclement weather but has been rearranged for March. Consequently the March course has now been rescheduled for October.
3.Fixtures
I have already received the MB League, MB T20 and Cheshire Cup fixtures for the coming season, and will be forwarding to you an availability form for completion for the first half of the season, prior to our AGM in March.CU&SA have ruled from this coming season appointing for Cheshire Cup and Shield matches will revert back to the Appointment Secretarys of the Meller Braggins and Cheshire County Leagues (namely myself and Jon Hacking).
A big thank you is due to Patrick Hutchinson for a splendid job well done in 2009.
4.Umpire Exchanges
I am delighted to report it has been agreed between the Leagues in the Cheshire pyramid (Meller Braggins, Cheshire County and The Alliance Leagues) to introduce a weekly exchange system whereby any umpire who would like voluntarily to stand in another League will be given that opportunity.It is hoped that demand and availability will enable this to become a regular occurrence thus enabling those umpires to expand their experience whilst meeting new colleagues and visiting different grounds.
We have already experienced swopping of umpires during last season, when spare umps were loaned to make up any shortfall for either league or cup games. This new more formal arrangement will be a further step down that path, but I must emphasise that it will be voluntary.
There will be a relevant section for completion on the availability form to cover this preference.
5.Umpires Appraisal System
The Umpires appraisal system that was inaugurated last season, but which was found to have limited success and value, is clearly in need of improvement. We found that Club Captains had probably not been given sufficient help and guidance to assist them in awarding umpire marks. Consequently we have borrowed the best bits from other leagues that are successfully running such a system and are asking the MB League Executive to implement for 2010. A meeting has been arranged in February, where we will present our proposals, and I expect more information to be available for you at the AGM.
6.Fair Play Awards
Thank you for all your cooperation this past year in operating the Marstons Pedigree Fair Play Award, where valuable cash prizes are given to the final top three in the Fair Play Table.
Opinion from within our ranks suggests that we can further tweak the already successful Fair Play Awards marking system, in what has become an accepted method of encouraging teams to play the game within the Spirit of Cricket, by marking teams out of 5 rather than 4 as at present.
This will also be discussed with the League Executive at the February meeting, and I will further update you at our AGM.
7.Frozen Mitts
Despite longing for the start of the season, when we can get out and do some umpiring and cast off our grumpy old men hats (apologies if that does not apply to you), none of us look forward to frozen hands and shivering bodies during those first games in April and May when regardless of how many layers we have on under our coats a cricket field can and often does resemble an arctic wasteland.
Fear not -relief may be at hand!!
Our good friend and fellow umpire Martin Tute has access to a supply of Hand Warmers at the reasonable cost of £7.99 (this includes sufficient for 12 occasions), and further replacement packs of charcoal sticks can be purchased for £3.99.
Martin will demonstrate these warmers at our AGM and also take orders for the coming season. Those unable to make the AGM, but wishing to order Hand Warmers, please let me know and I will forward to Martin your requirements.
8.Chelford Junior Festival
This year the Chelford Junior Festival will take place on Sunday the 4th July at Chelford Cricket Club.
Meller Braggins umpires have stood for at least 21 years for this event and the day has long become one to look forward to as regular volunteers can vouch for.
Prior to proceedings umpires standing will be invited to the now usual champagne breakfast which will consist of a full English breakfast, lovingly and specifically cooked by Messers Lawson and Barnes, and all accompanied by bucks fizz to help make the day flow smoothly!
Invitation for both old and new members to participate will be issued nearer the time.
9.Hale Barns Kwik Cricket Festival
Our good friend Robin Grinter is again involved in organising the schools Kwik Cricket in South Trafford. This, as most of you are aware is very much grass roots cricket and the initial idea is to get youngsters involved in the game at an early age.This year will see the first occasion when two girls schools will be involved in the Trophy competition.

10.CRB Register
I know many of you have, or are in the process of, renewing your CRB certificates for the coming season. In order to keep our records as up to date as possible please would you pass on to me youre new Certificate Numbers when you receive them. This register really does help us make sure all our members are covered for this requirement.

17th MARCH 2010 LETTER FROM THE CHAIRMAN REGARDING THE ECB ACO UMPIRES GRADING 2010
ECB ACO UMPIRES GRADINGS 2010
2010 will be the second year in which Regional Appointment Co-ordinators have been responsible for appointments to 2nd X1, UCCE, CountyU17 and the later rounds of the National Club K O and the Village KO.The theory is that this removes the centralisation of the process and brings the appointments closer to the Counties.
This did not quite work as was expected during 2009 but last October all CountyACOs were asked to categorise their umpires based on the standard of the League in which they officiated.This process did not involve any personal judgements on individual umpires merely categorising the Leagues in which they were currently standing.
It is understood that nationally almost 4000 individual members were categorised in this way and in Cheshire this involved some 106 umpires in total.ECB ACO then used this data to grade all umpires from D1 to C3 as per the attached list.
The majority of umpires in our League that is MBCCL came into category C2 with some newer umpires in category C3.
It is the intention of your Associations Committee to advise individual members of their ECB grading when the second appointments lists are sent.
Although some umpires may not agree with their classification it will advise every umpire where they stand on the promotion pathway and what they need to do if they wish to progress.
These gradings will not affect the current position of any umpires standing in MBCCL but are designed to help those who wish to progress in the system.

DETAILS OF UMPIRES APPRAISAL SYSTEM FOR 2010 PLUS PRE MATCH MEETING GUIDELINES
PRE MATCH MEETING
A pre match meeting will be held between captains and standing panel umpires at least 15 minutes before the scheduled or rescheduled start of play of any League or Twenty20 match at which the following should take place:
Supervision of the toss, the result of which must be recorded on the results sheet.
A fully completed team card to be presented to the umpires duly signed on the reverse.
Both match balls and any spares to be handed to the umpires.
The payment of umpires expenses for the match.
Clarification of over rate regulations and any local rules.
A clear statement of the umpires expectations in respect of behaviour based on The Spirit of Cricket as enshrined in the laws of the game. Umpires will advise captains that they are primarily responsible for their teams behaviour and they will be reported along with any other individuals where it is felt necessary.
The umpires to reserve the right to a brief post match meeting with the captains when felt necessary.
Confirmation of the appointed scorers and their position.In the event of either side not having a designated scorer batting side must ensure a minimum of 2 people to undertake scoring and updating the scoreboard throughout.
Umpires are to advise captains that games will not begin until all the above points have been carried out to their satisfaction.
MBCCL UMPIRING APPRAISAL FOR LEAGUE MATCHES
1.Captains of both home and away teams are to complete separate appraisal forms
independently of each other preferably the day following the match.
2.All Appraisal Forms to be e-mailed to colhughes@talktalk.net within 3 days of the match
3.Failure to complete the Appraisal Form will result in a report being made to the League who

Umpires Marking System
Below are listed the 4 skill areas to which marks are allocated and the guidance given to Captains. As always Captains are asked to reflect on what has occurred during a game and not to make a judgment immediately at its conclusion.
Attitude: - did the umpire
·Allow the players to play the game
·Use commonsense when applying the Laws
·Have a polite and friendly attitude
·Show alertness to the possibility of an interruption for rain
·Resume play promptly after all interruptions
·Work with his colleague and the scorers as part of the official match team?
Control of the match: - did the umpire
·Obtain the match balls before the game
·With colleague, discuss with both captains any relevant points relating to the game
·With colleague ensure team lists were provided
·Ensure that match times and intervals were adhered to
·Signal correctly to the scorers
·Ensure covers were used, if required
·Involve his colleague on any occasion it was necessary to speak to either captain?
Control of the players: - did the umpire
·Deal effectively with any potential conflict situation
·Have a confident and positive manner
·Use common sense when dealing with any players in need of correction?
Positioning: - did the umpire
·Position himself correctly at both ends (when at strikers end umpires can stand at either square leg or point)
·Move to a position at the side of the pitch on every occasion that runs were attempted (it is not necessary always for bowlers end umpire to be fully at 90 degrees 45 degrees is sufficient)
·As far as possible, keep the ball in view when moving to the correct position
Check that a batsman turning for a further run did not run short?
APPRAISAL OF UMPIRES FOR LEAGUE MATCHES
In order to help the progress of those umpires wishing to advance up the League pyramid and beyond the Association in conjunction with the League will operate an appraisal system for the 2010 season.
It must be emphasised that this information will be available only to the individual in questionand will notbe available to any league team, captain or other individual in connection with either the League or the Association.It is to be a record for those umpires who wish to progress through the system.Should individual umpires therefore not require information regarding their performance it will simply be kept within the confines of the Association.
The appraisal itself will initially reflect the ability of the umpires to oversee the game in accordance with the Laws and the League regulations. This is now the overall mark indicated on the form.Captains are also required to indicate umpires performances in different categories and information on how to complete this is included on page Reasons for marking down umpires in any category must be given.
It should be noted appraisals will be between 1 (the highest) and 5 (the lowest) and that this is a reversal of last seasons system.
Captains of both home and away teams will be asked to complete separate appraisal forms independently of each other preferably on the day following the match.
Please note all appraisals should be made by e-mail and must be sent to the appropriate official in this case Colin Hughes within 3 days of the match.Colins e-mail is colhughes@talktalk.net failure to do this will result in a report being made to the League who will levy a fine of £15.Appropriate appraisal forms can be found on the League website.
