Gentlemen
As you are aware Cheshire is now part of the ECB ACO Northern Region which consists of Lancashire, Yorkshire, Cumbria, Northumberland, Durham and ourselves.
The training of umpires for Level 1 is now the responsibility of the various County Associations and, as we discussed at the last meeting, it is our intention to continue with our current arrangements with one or two changes to bring these in line with EBC ACO requirements. It is not our intention, currently, to completely revamp these as our system has proved successful in the past and ECB ACO are happy with our current arrangements.
Level 1 courses throughout the Country are basically designed now to instruct new umpires in the actual laws of the game. It is therefore felt imperative that all new umpires take our Level 1 course before moving on to Level 2 which is more concerned witrh fieldcraft and the application of the laws to practical circumstances. It must be stressed that it is possible - although not recommended or desirable - that umpires go straight to Level 2. It is our opinion they will not be able to take full advantage of Level 2 without the substance of a Level 1 course.
Whilst the current umpire qualifications will obviously take some time to 'work through the system' it must be stressed that future ECB appointments will depend on umpires having satisfied Level 2 (and assuming they have satisfied Level 1 criteria).
Cheshire's own Level 1 will consist of 2 parts; firstly the written assessment following the course itself and secondly a field assessment the following season to be conducted by our own local assessors and to include an 'after the match' discussion. Should both these prove satisfactory instructors will recommend to ECB ACO that the umpire be credited at Level 1.
The 2009/2010 Level 1 courses will take place on the 29 September at Hale Barns Cricket Club and the 12 January 2010 at Oakmere Cricket Club. These courses obviously have the same content and will be for 10 weeks which will include a final review and the written assessment. Each session will begin at 7.30 pm (the 1st session 7.15 pm for registration) and will last no longer than 2 hours. These courses can be used as 'refreshers' if required.
The actual course is free for all participants although there may be a minimal cost for ECB ACO membership and books containing the actual laws themselves if participants do not already have these.
For umpires who have already obtained Level 1 and wish to proceed with ECB Level 2 arrangements are being made for course to be run in conjunction with Lancashire ECB ACO most probably in the Manchester area. These courses will be supervised by the Level 2 umpires tutor in the region who will be assisted by our Level 2 tutors as well as probably 2 from Lancashire. Dates for the initial course are still to be fixed and this depends on the venue and the availability of the regional qualified tutor. Certainly it is hoped that at least one course will take place prior to Christmas.
Should any of your umpires be interested in going forward they should initially contact Geoff Young on 01352 755881 to register their interest.
Can you please make arrangements for all the umpires on your panel to be advised accordingly.
If there are any queries on the current training arrangements please contact either myself on 01606 76587 or Ian Bishop on 0161 962 5833
