MINUTES OF AGM 2011

THE MELLER BRAGGINS CHESHIRE CRICKET LEAGUE

                                        UMPIRES ASSOCIATION

Minutes of the Annual General Meeting held at Hale Barns C.C. on Wednesday 9th March 2011.

PRESENT.  President, Chairman and 42 members.

APOLOGIES FOR ABSENCE were received from Messrs  Neville Abberley, John Bone, Neil Griffiths, Patrick Hutchinson, Ray Keable, Geoff Langham and Stuart Naylor.

MINUTES OF LAST AGM having been previously circulated were approved by the meeting and signed by the Chairman.

MATTERS ARISING  None

CHAIRMAN’S REPORT. Thanked everyone for attending and welcomed new members. Thanked all members of exec. Committee for hard work especially Colin Hughes for his work with the Fair Play league and Umpire markings and Barry Bishop for the website.

Geoff Young as Appointments Co-ordinator - a thankless task  - please take to heart his plea about ‘calling off’ from matches.

Thanks to the league for providing the MCC Law books and the C.C.C.C. for the bails for each umpire. To Hale Barns C.C. for hosting the AGM

Sadly two members Jim Hill and Alf Heywood have passed away during the last year.

TREASURER‘S REPORT.. Balance £367.43, £30 up on last year

As we no longer pay insurance for non ECBACO members and thanks to Geoff Young and his e-mails no postage or photocopying - the only thing paid by the Association were subs to C.C.U.& S.A. of about £50 and for Match Cards which the League help us out on from time to time.

Recommended that subs be reduced to £5 - passed by the meeting.

Match Cards - change of design meeting was asked if anyone felt that the design of Match Cards should be changed to suit the more modern game pleas submit by end of March.

APPOINTMENT CO-ORDINATORS REPORT. Appointments 2011 - 1012.

League  396, T20 -76, Exchange - 55, 2ndXl - 25, Cup/Shield - 30. Matches  582

Several members already asked not to travel more than a radius of 25 miles from home. This is not always possible due to spread of matches/umpires on any particular day. Will always do best he can but members must understand .We are here to provide umpires for clubs!

Expenses £32 - will cover at least 200 miles - if anyone is in the business to make money they should look elsewhere.

Changes made in 2010 were 171 - which meant 171 calls to other umpires, 171 to colleague and 171 to the clubs. Call offs cause a lot of work.

Will update Fast Bowling and Runner cards as they seem to have been popular.

ELECTION OF OFFICERS All re-elected en bloc.

ECBACO. & C.C.U. & S.A. Level 1 and 1A will be run together within Cheshire

Level 2 we have 2 instructors which is enough as run in conjunction with Lancashire. Assessors - 7 in Cheshire with 3 from MBCCLUA.

Level 2. Anyone wishing to take must apply to the Cheshire Education Officer - required by Premier League and will go on recommendation only.

Level 2 County - run by Cheshire for those who wish to increase skills but no further ambitions. 6 modules, 1 per month. No paperwork or assessments

DL has stepped down as Chairman of C.C.U. & S.A. and has taken over as Education Officer from Ian Bishop who becomes President.

PRESIDENTS REMARKS  Told a story about what an umpire really is and wished everyone a happy season.

ANY OTHER BUSINES Bails and MCC Law books will be given to members paying their subs.

EXPENSES 2011.  League £32, T20, £25.  Single umpires 50%.

FAIR PLAY. Please ensure information to Colin Hughes as soon as possible otherwise he has to chase.

OAKMERE C.C.  Saturday 16th April start 1.30pm  1st Xl  v 2ndXl.

Any umpire wishing to attend and talk about umpiring problems or even do some umpiring is very welcome.

SLOW OVER RATES. Graham Beckett, League Fixture & Results Secretary spoke about umpires being clear about reasons for delays and signing these reasons in conjunction with captains at end of match. This will stop any arguments over deduction of points for slow over rates.
